Of course they had the space for him, but either 1) they didn't feel he was worth the price he was asking for, or they offered him a deal and he chose to go elsewhere. They didn't feel he was worth a franchise tag either, and we have to agree there.

I never heard them say "we really like Kam but we can't afford to keep him". They just made a decision he wasn't a value they were going to invest in.

Never good to forget the human element, he's got one career and might not want to spend it flipping coins with this organizational overhaul. Fair play to him if he wanted to go try somewhere else.
