No El Niño, but ocean temps rising, sea level rising

The latest study by climate scientists finds even though El Nino is gone ocean temperatures are still warmer than usual with continuing coastal sea rise worldwide.

The mid-year report looked at the health of sea ice, a primary indicator of global conditions. 2016 has been another record year for warming and early melt, partly affected by El Niño.

More stilts required.

We're just starting a La Niña, actually.

This is pretty misleading. Are they referring to the average temperature of all the water in the oceans? Because if so, of course it stays the same/rises. El Nino is a just a shifting of that warm water.
