I am surprised that they released Williams prior to the tampering period opening up.

He was always going to be released or restructure. Best guess is he refused to take a pay cut so there was only one choice. Also he's kind of an outlier for what they're trying to do at OL:

I was just expecting that they might wait until they came to an agreement with a FA OG before cutting him.
